CNBC's Shartia Brantley reports that the national unemployment remained unchanged at 10 percent in December. African American unemployment rose up to 16.2 percent. The services sector grew marginally in December. For retailers sales rose 3 percent, the best showing since April 2008. Auto companies also reported December sales; Ford saw a 33 percent increase, while General Motor's sales fell 13 percent and Chrysler's dipped 10.5 percent capping Chrysler's worst year since 1962.
