CNBC's Shartia Brantley reports that the nation's GDP declined by 0.7 percent in the second quarter. Last month, home prices rose 1.6 percent, but were still more than 13 percent down from a year ago. Consumer confidence dropped in September, while companies make changes in order to attract shoppers during the holiday season.
