A Minneapolis police officer used a Taser on a man who appears to have surrendered, and the whole thing was caught on tape.

Rolando Demetrio Ruiz is seen with his hands on the hood of a car last April, when the officer uses a taser on his neck.

Minneapolis police chief Tim Dolan calls the video "disturbing". According to the Star-Tribune, Dolan has asked the FBI and the city attorney to investigate.

An attorney for Ruiz released the video and has filed a notice of claim alleging civil rights and other violations.

According to the paper, Ruiz is accused of throwing a brick through the windshield of another officer's car.
